How do I read power, CO₂ and fiscal data on the certificate of conformity?
The certificate gives the raw data: net power in kW (field P.2), CO₂ in g/km (V.7), often as both NEDC and WLTP values, and the Euro standard (V.9). Each country derives its own taxes from them — French fiscal horsepower and malus, German Kfz-Steuer, Dutch BPM — using the WLTP value for recent vehicles.

The certificate of conformity contains the technical data; the registration authority derives the tax-relevant fields from it:
- P.2 — maximum net power in kW: copied as is;
- P.6 — administrative power (French fiscal horsepower): computed by ANTS from P.2 according to the formula in force at the date of first registration; it does not appear on the certificate;
- V.7 — CO₂ emissions in g/km: for WLTP-approved vehicles, the certificate often shows a correlated NEDC value and a WLTP value;
- V.9 — Euro standard, used for environmental badges (Crit’Air, Umweltplakette).
Country by country: the French malus at first registration uses the CO₂ retained by ANTS — the WLTP value for a WLTP-approved vehicle — reduced according to the vehicle’s age; the German Kfz-Steuer combines engine capacity and WLTP CO₂; the Dutch BPM is based on WLTP CO₂ with a depreciation for used vehicles. A gap between the fiscal power of the country of origin and the destination value is normal: the formulas differ.
